It can be assumed that developing a plot and storyline is self explanatory. If not, you can find another tutorial for that. This tutorial will focus primarily on the thought-process of creating new characters with depth.
I. A name is the first step. Try to match the character to their name, or somehow integrate the character's name into the storyline or progression of the character's maturity and personality. For example, a character who is dark and moody would probably not be named Star unless this contradiction holds some meaning in the story. (In a comedy it would have a nice effect, but in a drama or serious story, not so much).

No seriously, who are the people you are writing about. Start small. Do they have a name? A nickname? What gender are they? Does it matter?
Things like this are the basis you need to ‘shape’ a character in your mind. It doesn’t have to be an intensive processes, heck, you can stop after question one if you like, but what you need to do, is know who your character is.
Tips for helping you identify your character may include doing a sketch, but I prefer a basic process sometimes known as ‘hot-seating’. Hot-seating is sometimes used by actors to get themselves comfortable in a role. It is, quite simply, asking questions such as the ones above.
Some of the questions I like to answer are:
1) How do they interact with people
2) What do they fear/love
3) What kind of history do they have, and do they ever tell others about it
4) What kind of personality do they have (i.e., quick tempered, easy going, silly, adorable, dependant

As a member of deviantArt, how many times have we read or heard that we should draw from real life? That we should take inspiration for our pictures from real life?
Well, what about writing? We're told that we should write every day, but are we allowed to keep strictly to our imagination, and what we think we know about people? NO!
I'm not claiming to be a master of description writing, but I found this helps me quite a lot.
Step One
:bulletblue: Get a notebook. Carry it everywhere. You never know when you'll need it.
:bulletblue: Get a GOOD pen that won't die easily on you. In fact, get two. Like the notebook, carry them everywhere.
Step Two
:bulletblue: Observe your surroundings. Is there a beautiful view? And ugly or objective one?
:bulletblue: What about the people? How are they acting? Interacting? Avoiding? Talking? Fighting? Snapping? Walking? Running? Skipping?
Step Three
